Amendment of Municipal Code Titles 2 and 7 regarding livestock licensing requirements, policies and restrictions
The Municipal Code of Chicago has been amended to include new regulations regarding animals, specifically hens and horses. The Committee on Environmental Protection and Energy granted police powers to certain Department of Streets and Sanitation employees for specific violations. The code now requires owners of dangerous animals to obtain a license and pay an annual fee, while impounded animals must be held for at least seven days. Animal noise is also regulated, with fines for excessive noise. Horse owners must pay an annual license fee, but no new licenses will be issued after January 1, 2024. Hen owners must register their hens by April 1, 2024, with a maximum of six hens allowed per property from 2024. Condominium associations, cooperative associations, and landlords can set stricter rules. The Executive Director will establish care standards for hens, and complaints can be filed through the City's 3-1-1 system or with the Alderman.
